An Ohio father was arrested on Tuesday after his 13-year-old daughter was found dead inside a vacant residence.
Brian Steel, president of Fraternal Order of Police Capital City Lana, announced the arrest of a man connected to a homicide in Toledo. He told reporters that the victim was a teenager who was "murdered, raped, had her hands cut off, and her throat almost cut off."
"This case is one of the most horrific cases I've ever heard," Steel said.
