The Tennessee Titans are one of multiple teams currently in need of a new starting quarterback. Throughout this offseason, rumors have swirled about where the top veteran quarterbacks will go, including Aaron Rodgers, Russell Wilson, and Kirk Cousins.
With Rodgers likely joining the Steelers, Wilson joining the New York Giants, and Cousins only seriously linked to the Browns, the Titans are left with very few options.

The current quarterbacks on the roster are Will Levis, and newly signed Brandon Allen and Tim Boyle.
Boyle signed Wednesday, reiterating what seems to be a clear draft strategy for the Titans with the first overall pick.

Bringing in veterans who have no business seeing the field as a starter but can be solid mentors as backups is a clear sign the team will draft a quarterback. As the draft gets closer, it seems like every day it gets more and more likely the Titans will draft Cam Ward, quarterback out of Miami.
Ward is widely regarded as the top quarterback in this year's draft class, with Shedeur Sanders being his only real competition.
The Titans have never seriously been in contention for any of the top veteran free agent quarterbacks either. When it came to Rodgers and Wilson, the team was reportedly out of running almost immediately.
While there have been rumors the Titans could trade out of the top pick to a desperate team like the Giants. However, signing Boyle might indicate the Titans seem almost certain to take Ward at this point.
Either way, the Boyle signing following the Brandon Allen signing at quarterback, along with adding new starters at the offensive line, clearly shows they are preparing for a new young quarterback to join the roster.
The only other twist in this story would be the Titans' plan on actually taking a different quarterback, such as Sanders or even Jaxon Dart. That could mean a trade down is an actual possibility.
People have different views on the quarterback class, so if the Titans were in the minority of not viewing Ward as the clear top guy, they could get a huge package in return for a trade down, maybe even for a team just looking to snag either Travis Hunter or Abdul Carter.
While the signing of Boyle isn't meaningful on the field, it does further reiterate that the Titans need a legitimate starting quarterback, and will likely try and get that with the top pick in the draft.
