Video footage has shown the heroic rescue of a man and his two dogs who were trapped inside a car submerged in a 17-foot-deep pond in Maryland.

Martin Watts, from Baltimore, had been driving along US-301 to see a friend on November 26 when his Ford Explorer slid across wet pavement and rolled over a guard rail before it went down a bank and was submerged in a pond.

Thankfully, Brian Moy witnessed the vehicle roll into the pond and stayed at the scene where he alerted Charles County Sheriff's Office (CCSO) deputies, who operate south of Washington D.C., about what had happened and where the car was submerged.

"If it weren't for him, it may have taken officers much longer to find the car, placing the driver in extreme danger," the CCSO said in a Thursday, December 14, Facebook post.

"How amazing is it the witness stayed and was able to guide the officers to the exact location, with only minutes to spare?" the statement continued.

Dramatic footage seen by Newsweek showed the initial 911 call come in as deputies were driving in heavy rain.

When Corporal Ian Bier arrived he was told by Moy that the vehicle flipped over and was submerged in the water.

Officers Dominiquea Trotter, Charles Watley and PFC Matthew Neel arrived on scene and entered the pond.

They managed to break into the vehicle and removed Watts before taking him to the shore and up the embankment.

Watts' Labrador and small terrier were also rescued from the submerged vehicle and taken to land.

Following the initial rescue, officers and emergency service personnel can be seen close to where Watts' vehicle entered the water.

Reunited With Rescuers

Watts and his dogs GG and Rogue were later reunited with their rescuers at a press conference held earlier this month.

"I have nothing but gratitude for them," Watts said following his rescue according to CBS affiliate WUSA9.

"I remember that vehicle filling up with water fast. I tried the power windows. I could not get them down. I was completely awake and aware of what's going on. I was just powerless to do anything about it."

"It was very hard to watch and it's even harder to be the one that they were coming to get," Watts told WUSA9. "When I heard that they were doing something to honor these officers that came in the water and rescued me, I had to be here. I had to thank them personally."

Watts was also able to speak via video call with Moy, who stayed to assist officers during the rescue.

"There's no way they'd have found me without your help," Watts said to Moy during the call.

"I'm very thankful to see you are well. And to me, it was more amazing watching these guys (officers) go into action," Moy said in response.
