The House of Representatives will take up the $1.9 trillion COVID-19 stimulus package on Tuesday after the Senate approved the bill along party lines on Saturday morning.
The American Rescue Plan is returning to the House after the Senate passed an amended version and representatives are expected to vote in favor either Tuesday evening or Wednesday morning.
The bill contains $1,400 stimulus checks for millions of Americans, though eligibility requirements were changed in this round of negotiations, meaning fewer people will receive the funds. Checks could come within a few weeks of the bill's passage.
The original version of the bill passed the House by a vote of 219 to 212 with all Republicans and two Democrats voting against.
The House Rules Committee will first have to set the terms for the debate and the members will have to vote to approve them, though this should be a formality.
The full House will then proceed to debate the American Rescue plan throughout the day with the possibility that they will move to a vote on Tuesday evening. However, the vote could also come on Wednesday, according to CNN.
Speaker of the House Nancy Pelosi has said the House will deal with the bill by Tuesday evening or Wednesday morning, depending on when the lengthy document arrives from the Senate.
"It could be that we get it tomorrow afternoon and then it has to go to [the House Rules Committee]. And we'd take it up Wednesday morning at the latest," she said.
Some Democrats may reject the stimulus package. Progressive members have criticized the revised package but despite this, there is confidence the bill will pass as Democrats command a slim but decisive majority.
New Jersey Congresswoman Bonnie Watson Coleman has suggested she may vote against the bill because of the changes that were made in the Senate as a way to "make a statement."
"We spent a lot of time listening to the Senate nickel-and-dime what was going into the bill," Coleman told USA Today. "As progressives we're going to have to figure out where the line in the sand is."
Progressive Caucus chair Congresswoman Pramila Jayapal said the changes to the bill were "relatively minor" and the package was acceptable.
"Despite the fact that we believe any weakening of the House provisions were bad policy and bad politics, the reality is that the final amendments were relatively minor concessions. The American Rescue Plan has retained its core bold, progressive elements originally proposed by President Joe Biden and passed in the House relief package," she said.
Americans eligible for stimulus checks could receive them by direct deposit into their bank accounts within a few weeks after the stimulus package becomes law, based on timing from the previous relief acts.
Individuals with an adjusted gross income up to $80,000 and couples jointly filing who earn up to $160,000 will receive checks for themselves and dependent children.
However, the payments will be phased out for individuals earning over $75,000 and couples earning over $150,000 and will be eliminated completely for those earning $80,000 and $160,000 respectively.
